The Northeast Neighborhood Traffic Study was discussed by the Traffic and Safety Commisison on July 26th and September 21st of this year. As a result of the July 26th discussion, a supplementary memo and exhibits were also compiled. Based on public discussion of these documents at both commission meetings, multiple recommendations for improvement were made and presented to the Village Board on October 10th for final approval. The Village Board approved the recommended measures, with the addition of the Greenfield/Harlem location, all of which can be found below with additional detail. It should be noted that these installations will initially be implemented with temporary measures to expedite their installation and gauge their effectiveness prior to implementing permanent solutions:
Update (8/17/23) - At a Traffic and Safety Commission Meeting held on July 19th, the Commission discussed and voted on several items pertaining to the traffic patterns in the northeast corner of the Village. The agenda packet and an audio recording of the meeting can be reviewed here. In summary, the Commission made the following recommendations:
- To convert the Clinton Pl/LeMoyne St intersection to a 4-way stop
- To convert the Greenfield St/Bonnie Brae intersection to a 3-way stop
- Replace the LeMoyne/Harlem barricades with a permanent "right-in-right-out" installation
- Replace the Greenfield/Harlem barricades with a permanent "right-in-right-out" installation that allows Fenwick bus traffic to pass through the intersection
- Install stop signs at all alley exits and the "T" alley intersection as well as to install "seasonal" speed bumps throughout the alleys during non-winter months
- Leave the cul-de-sac at North Ave/Bonnie Brae in-place until it can be further discussed at the next Commission meeting in September
- Remove the partial cul-de-sac at North Ave/Clinton Pl

Update (5/8/23) - At a Traffic and Safety Commission Meeting to be held on Wednesday, May 17th at 7:30pm, the Commission will again discuss the traffic pattern modifications that were made in the northeast corner of River Forest. As part of a Village Board Policy adopted earlier this year, the Commission will be discussing the northeast corner modifications at the 5/17/23 meeting and the 7/19/23 meeting with the goal of finalizing all improvements in the northeast corner at the 7/19/23 meeting.
Additionally, as part of the ongoing Village-Wide Traffic Study, a public survey was conducted and there were two questions specifically pertaining to the northeast corner of town. Though the Village-Wide Study is still ongoing, survey responses regarding the northeast corner are made available here for review in advance of the upcoming Traffic and Safety Meetings.
Update (4/11/23) - The Village Board has approved the recommended changes below and the barriers will be adjusted accordingly in the coming days.
Update (3/24/23) - At a Traffic and Safety Commission Meeting held on Wednesday, March 15, 2023, the Commission recommended the modification of the barriers at the intersections of LeMoyne/Harlem and Greenfield/Harlem. The recommended modifications would allow southbound traffic on Harlem to turn westbound onto LeMoyne and Greenfield. Exhibits for these proposed recommendations can be found here and here. These recommendations will be shared with the Village Board at the April 10, 2023 Village Board meeting for final approval. Implementation of these changes will not take place unless approved by the Village Board at the April 10th meeting.
Location 1 (LeMoyne @ Harlem): LeMoyne will be converted to a one-way (eastbound) street between Harlem Ave and the alley, with a “right-out only” curb diverter to allow for southbound turns onto Harlem Ave only. Additional signage to include:
- Right Turn Only for eastbound traffic
- No Right Turn for southbound traffic
- One-Way and Do Not Enter signage facing eastward

Location 2 (Bonnie Brae @ North): A cul-de-sac will be installed on Bonnie Brae, at the south edge of the east/west alley. A Dead End sign will also be installed at Bonnie Brae/LeMoyne for northbound traffic.

Location 3 (Clinton @ North): A partial cul-de-sac will be installed on Clinton Place, at the south edge of the east/west alley, blocking southbound traffic but allowing northbound traffic to continue to North Ave. A Do Not Enter sign will also be installed for southbound traffic at the location of the partial cul-de-sac.

Location 4 (Stop Sign Changes): The current two-way stop intersections of William/LeMoyne and William/Greenfield will be converted to all-way stop intersections and the all-way stop at Clinton Pl/LeMoyne will be modified such that only the north/south legs of the intersection are required to stop.

Location 5 (Crosswalk @ Greenfield/Bonnie): The Traffic and Safety Commission recommends that ladder-style crosswalks with Pedestrian Crossing signage be installed on the east and west legs of the Greenfield/Bonnie Brae intersection.
