Electric Vehicle Charging Station Permits

The Village is committed to assisting residents and businesses seeking to install Electric Vehicle Charging Stations. Below are resources and information on the permitting and inspection process to better promote the continued advancement of EV Infrastructure and the increase in EVs. 

  • Applicants should submit a Village Electrical Permit Application through our online permitting portal.
  • Applications should also include a copy of the contract and scope of work, a complete electrical plan, and manufacturer specifications for the charging station (specs are not required for Level 1 plug-in chargers).
  • Any contractor performing work on the project must be licensed as an electrical contractor with the Village of River Forest.
  • It is strongly encouraged that any contractor performing work also be registered with the Illinois Commerce Commission as a Certified Electric Vehicle Charging Station Installer. A completed list of certified installers can be found here.
  • Please note: the Village currently utilizes the National Electrical Code 2017 Edition and the International Code Council’s 2018 code series. Local amendments to the codes can be found here.
  • All work must be complaint with the Village of River Forest Zoning Code
  • For charging stations being installed at commercial and multifamily properties, a ComEd Modification & Relocation Service Application may be required for a substantial increase in electrical load. The application can be found under Service Applications here.
  • For all new residential construction, parking spaces must be complaint with the Electric Vehicle Charging Act (765 ILCS 1085)
  • Applications will be reviewed and permits will be issued within 10 business days of submission of a complete application packet.
  • All work is subject to rough and final inspections. Inspections must be scheduled 24 hours in advance and will be completed within 5 business days of request. The contractor who completed the work or a qualified person must be present at the inspection.

Electrical permit fees are as follows:

  • $100 base fee
  • $9 x circuits added
  • $1.75 x number of openings
  • Service fee, as applicable:
    • Up to 200amps: $75
    • 201-399amps: $100
    • 400-799amps: $150
    • 800+amps: $200
